Understanding Poverty in the United States: Surprising Facts About America’s Poor by Robert Rector

Rector made observations that the Census Bureau’s reports about the annual poverty are deceiving about the real status of American poverty.

Summary

Rector made observations that the Census Bureau’s reports about the annual poverty are deceiving about the real status of American poverty. He defined poor as those Americans without nutritious food, lack adequate housing or clothing. However, this is not the case in real sense. A poor person in United States has a house with an air-conditioning and cable TV. The electronics and equipment were owned by the middle-class decade ago. Therefore, according to him, although few Americans are struggling with poverty, the actual data about poverty is not available since those are termed poor are can afford some luxuries.

The Census Bureau declared in 2011 that 46.2 million people were living in poverty. The number indicated an increase in poverty from the previous year. Rector questioned the validity of these findings in real terms stating that there was need to have background check behind these numbers to establish the actual situation of poverty in United States rather than wholly relying on numbers. Although the identified poor group struggle their scope and severity are limited.

Concerning his claim, Rector gave a summary of those termed poor by the Census Bureau statistics.

He found that 80 percent of poor families have air conditioning, which was considered a luxury in 1970s. Nearly 93 percent owned a microwave. Almost a three-quarter of them had a car or track with quarter of them having more than one. Almost two-thirds of them had cable or satellite TV. Two-third had DVD players. Half of them had a personal computer, and in every seven there was one with more than one computer. These details and more gave an overview of the condition of the poor in United States according to the federal statistics.

Notably, Rector explains that some of the items owned by these “poor” families were luxuries to the middle-class in few decades ago. Such things as cable and satellite TV, microwaves, and air-conditioning are not for a struggling family. Thus, will not be accurate to say that a poor family suffers from deprivation of basic needs such as housing, whereas more than 90 percent can afford electronics and items which can only be termed luxury to a poor family.

What can be Learned

The article is an eye-opener regarding the definition of poverty in the context of Americans. Though the conventional meaning is the lack of basic needs like food, housing, and clothing, the description might not be applicable in the context of defining who is poor in America. Also, the better life observed in those termed as poor is the indication of progressive society that has succeeded in reducing poverty to significant levels. Additionally, there is need to have revised metric for assessing poverty to fit the new social and economic classes in American society.

How the Article is Applicable in Social Welfare Policy

The article is a call for changes in social welfare programs. The program should redefine who is eligible for services such as food stamps, Medicaid, supplementary security income among others. The move will reduce the government spending on some welfare programs and see increase in other deserving ones.
